Worth noting is that if you have a role-specific skill, and more than one crew member with that role, then it doesn't work by averaging, but simply by whoever has the higher skill level. If, however, you have it trained to 100% on four members of a five-man crew, and the fifth member doesn't have it trained at all, then the camouflage skill for that tank will only be at 80%. So, for example, if you have a tank with a four-man crew, and all of them have 100% camouflage, then the camouflage skill for that tank is at 100%. Not completely sure if I understand your question, but if you mean giving that skill to multiple members of the tank crew (it's the only thing I can think of, since you can't load the same skill twice on a crew member), how it works is that the effective level of those particular skills is the average of however much it's trained on all your crew members.
